Python configuration parser for conf.py files.

This is a parser, not an executor: it handles the declarative subset of Python used by typical conf.py files (assignments of literals, including multi-line lists/dicts/tuples, string concatenation, and triple-quoted strings). Every construct it cannot handle produces a ConfigWarning — silent dropping is banned. Full execution arrives with the Python sidecar (ROADMAP M5).
