get_inventory_and_name_suffix (_resolve.py:486-506): split
external[+inv]:suffix into its inventory name and domain:name suffix.
The Err case is Sphinx’s ValueError, which
is_external_role-gated dispatch makes unreachable — index 8 of such a
name is always + or :. It is implemented and pinned anyway so the
invariant is checked rather than assumed.
